Jashpur District Panchayat Initiates Recruitment for Dedicated Human Resources under Pradhan Mantri Awas Yojana (Rural)

Jashpur, August 23, 2024 – The District Panchayat of Jashpur, in compliance with directives from the Pradhan Mantri Awas Yojana (Rural) office in Atal Nagar, New Raipur, has officially announced the commencement of its recruitment process for Dedicated Human Resources. This recruitment is in line with enhancing the effectiveness of the rural housing scheme across the district.

Background and Communication from New Raipur Office: The call for applications follows specific guidelines issued by the Director of Pradhan Mantri Awas Yojana (Rural) located at the Development Building, First Floor, Sector-19 North Block, Atal Nagar, via a letter dated July 30, 2024. The reference number for this directive is 891/274/PMAY-G/Atal Nagar.

Application Process and Deadline: Eligible and interested candidates are invited to submit their applications to the Chief Executive Officer, District Panchayat Jashpur. The applications, accompanied by educational qualifications and a recent signed photograph, should be sent through registered post or speed post. The deadline for submission is 5:30 PM on September 13, 2024. It is critical to note that applications received post the deadline will not be entertained under any circumstances.

Eligibility and Cluster Development Strategy: Candidates with a minimum educational qualification of BE/Diploma or 12th pass are eligible to apply. Special consideration will be given to candidates holding a BE in Civil, Diploma in Civil, or an MA in Rural Studies. The recruitment focuses on forming clusters where each cluster, consisting of a group of panchayats, will have a target of constructing 150 houses, ensuring that no gram panchayat is divided in the process.

Selection Criteria: The selection of Dedicated Human Resources will be merit-based, involving:

  • A scoring system where higher secondary examination scores count for 65 points, BE/Diploma scores for 15 points, and experience as Awas Mitra for 20 points.
  • Additional points are allocated for roles such as Barefoot Technician and members of Women's Self-Help Groups or Bank Sakhi, with these positions contributing up to 10 points each.

Appointment and Incentives: Selected candidates will be appointed to clusters ideally within their home villages or the nearest available cluster if no local candidates are available. They will receive incentives based on housing completion, with a standard rate of ₹1,000 per completed house. Delays in completion beyond 12 months will result in a deduction of ₹100 per quarter from the incentive pay.

Operational Oversight: A selection committee chaired by the Chief Executive Officer of the Jashpur District Panchayat will oversee the recruitment process. This committee includes the District Panchayat’s Project Officer from the Rural Development Department or their departmental equivalent in absence.
